The Two Rivers Plus Comprehensive Watershed Management Plan (1W1P)
The Kittson SWCD along with Roseau SWCD, Roseau County, and Kittson County have adopted the Two Rivers Plus Comprehensive Watershed Management Plan to cover the two rivers, Joe River, and a portion of the Lower Red River of the North watersheds. This coordinated plan allows these agencies to work cooperatively to effectively and efficiently manage the land and water resources to protect local water quality and quantity, groundwater, drinking water, wildlife habitat, and recreation opportunities. The Minnesota Board of Water and Soil Resources provides guidance and funding for this plan through the One Watershed, One Plan Program, which aims to develop prioritized, targeted, and measurable implementation plans. This plan was approved in 2021 and will be in effect for 10 years.

Kittson County Comprehensive Local Water Management Plan (CLWP)
The Kittson SWCD maintains the Kittson County Comprehensive Local Water Management Plan (CLWP) to guide water resource management that occurs outside the Two Rivers Plus Planning Zone. The Kittson County Comprehensive Local Water Management Plan for 2010-2024 can be found here.
The purpose of these Comprehensive Water Management plans is to:
1. Identify existing and potential problems or opportunities for protection, management, and development of water resources and related land resources in Kittson County.
2. To develop and implement a plan of action to promote sound hydrologic management of water and related land resources in Kittson County.
3. To work toward effective environmental protection and management in Kittson County.
